Follow-up study into a single HBO campus in Leeuwarden launched

NHL Stenden and Van Hall Larenstein (HVHL) universities of applied sciences see sufficient reason to start a follow-up study into the feasibility of a joint HBO campus in Leeuwarden. This decision follows an initial preliminary study, which showed that there are possibilities, but that a further study of financial and other implications is needed. A thorough analysis will take place until September to determine whether relocation would benefit both institutions. Only when that is crystal clear will a definitive decision follow.

Background: challenges and opportunities

Both universities of applied sciences face a decline in student numbers due to a decrease in the number of young people in the Netherlands. As a result, they are dealing with unused space and high maintenance costs, while budget cuts in higher education put additional pressure on their finances. Sharing facilities, such as catering services and modern laboratory spaces, could improve efficiency and reduce costs.

To ensure long-term financial stability while maintaining their independence, NHL Stenden and Van Hall Larenstein launched a preliminary study in November 2024 to explore the possibility of a joint campus. The intended location is situated at around the Rengerslaan, where NHL Stenden is already located, because of the available space and facilities that may be adaptable to accommodate HVHL.

Life sciences and technology: existing collaboration and future outlook

Currently, NHL Stenden’s Life Sciences & Technology programmes use HVHL’s laboratory facilities at Agora 1. These shared facilities requiring modernisation prompted a broader reflection on collaboration on housing and investment. A key condition for the study is that NHL Stenden and Van Hall Larenstein remain independent.

The follow-up: careful research

Jan van Iersel, chair of the Executive Board of Van Hall Larenstein, emphasises: “The preliminary study showed promising possibilities, but we need more in-depth research to make a well-informed decision. It is a complex puzzle with many pieces, requiring careful analysis from both institutions. Only in September can we make a balanced choice.”

Marc Otto, chair of the Executive Board of NHL Stenden, adds: “‘In the coming months, we will focus on mapping out the possibilities in terms of finance and space. We all agree that this is the right way to ensure a well-considered decision in September.”

Over the next few months, the study will be continued. In September, NHL Stenden and HVHL will reach a decision: to continue with the plan or choose to maintain the status quo.
